Abstract

The economic crisis generated by the COVID-19 pandemic produced a rise in the unemployment rate, with the most affected age group being that ranging from 15 to 34 years old, in which the majority of graduates of the Institutions of Higher Education are found. These have programs or actions to link their students and graduates to the labor market, such as their own Job Exchanges. However, according to data from the National Graduate Survey, only 10% of graduates manage to get their first job through the IES Job Bank where they studied. Therefore, it is necessary to find a way to strengthen these actions, being a way through reforms to federal, state or educational institution legislation, which help create conditions to create links with the private sector. This is how this research covers the problem of unemployment in higher education graduates, the actions and programs of the Institutions that help them to link to the labor sector, to finally present a proactive analysis of the legislation that can help strengthen these programs.
