Abstract
This article examines the implementation of the public bicycle system in Sinaloa, with a focus on institutional design and collaboration among political and social stakeholders. Drawing on approaches of implementation and multilevel collaborative governance, it analyzes the institutional structures and the interactions generated throughout the process. Based on official documents and press reports, it explores how implementation arrangements shape cooperation. The central argument asserts that, at the local level, the institutional design of public transportation projects shapes a multilevel governance framework, in which mayors play a pivotal role in collaboration patterns and engage in implementation games that ultimately determine the viability of sustainable mobility initiatives.
